Commissioner of Energy and Environmental Protection shall develop and post a capacity limit for Gardner Lake State Park by January 31, 2025.

Capacity limit must consider: visitor supervision capability based on staffing, swimmer supervision based on lifeguard staffing, parking capacity, restroom facility capacity, and pedestrian/vehicular traffic safety on state highways leading to the park.

Commissioner may use the number of vehicles entering the park as a proxy for visitor count and may close the park to new entrants when capacity is reached.

Commissioner shall coordinate with municipal and state law enforcement to implement traffic control measures on local roadways and state highways adjacent to the park to address public safety concerns.
