Prohibits the use of second-generation anticoagulant rodenticides (brodifacoum, bromadiolone, difenacoum, and difethialone) in Connecticut effective October 1, 2024

Exempts state employees using these rodenticides for public health activities, water supply protection, and mosquito control; director of health authority for vector breeding area control

Allows continued use for nonnative invasive species eradication on offshore islands, documented public health emergencies, medical waste facilities, FDA-regulated food facilities, and agricultural activities including food warehouses, production sites, and agricultural infrastructure

Requires the Commissioner of Energy and Environmental Protection to adopt regulations ensuring rodenticide use does not significantly harm nontarget wildlife and to report to the legislature by January 1, 2026 on implications of restrictions

Establishes civil penalties up to $5,000 per violation enforced by the Commissioner of Energy and Environmental Protection
