Commissioner of Energy and Environmental Protection must submit a report to the joint standing committee on the environment by January 1, 2025, examining the viability of establishing an extended producer responsibility program for residential and commercial solar panels.

Report must consider the present need for such a program, components of programs established by other northeast states, and whether a regional approach is feasible.

Report must analyze requisite costs and expenses associated with implementing and operating any such program.

Report must evaluate potential effects on the continued expansion of residential and commercial solar installations and arrays.
