Amends section 22a-5c of Connecticut general statutes to add subsection (c) regarding lien discharge procedures.

Allows any person with an interest in real property subject to a Department of Energy and Environmental Protection lien to request discharge in writing via registered or certified mail if conditions for satisfaction have been met.

Requires the department to discharge the lien within 60 days of receiving the request by mailing a certified release to both the requesting person and the municipality where the lien is recorded.

The release document must comply with the requirements specified in subsection (b) of section 52-380d.

Takes effect upon passage.
