Establishes the "Preparation for Academic Transition to Higher Education" (PATH) program as part of the minority advancement program, effective July 1, 2024.

Allocates up to $100,000 annually to grant nonprofit community-based organizations to assist 11th and 12th grade students with college applications, FAFSA completion, and securing scholarships and grants.

Requires PATH grant recipients to have provided assistance in the prior academic year and to cooperatively work with public high school administrators, with grants ranging from $15,000 to $20,000 per academic year.

Prioritizes grants for organizations serving school districts designated as alliance school districts, and allows the Office of Higher Education to require repayment of grants used for non-compliant purposes.

Amends the Connecticut Collegiate Awareness and Preparation Program to expand eligibility to include disadvantaged students, including low-income and first-generation postsecondary education students, and clarifies funding procedures for higher education institutions.
