Repeals and replaces Connecticut General Statutes Section 8-74 effective October 1, 2024, governing moderate rental housing project development requirements.

Requires housing authorities or developers to publish project notices in ten-point boldface type in local newspapers before developing moderate rental housing projects.

Mandates Commissioner of Housing approval of project sites at least 30 days after public notice publication, including review of plans, layout, estimated development costs, and public comments.

Requires commissioner approval of financing methods, proposed rents, income limits for tenant admission and occupancy, and detailed expense and revenue estimates.

Makes technical corrections to gendered pronouns and language throughout the statute, changing references from "his" to "the commissioner's" and "he" to "the commissioner."
