Public Act No. 24-118 Summary

• Replaces terminology "child pornography" with "child sexual abuse material" throughout Connecticut statutes, effective October 1, 2024.

• Establishes mandatory inclusion of a sexual abuse and assault awareness prevention survey for school administrators in the Connecticut School Health Survey administered to high school students, beginning July 1, 2026.

• Maintains criminal penalties for importing, possessing, and transmitting child sexual abuse material, with specific sentencing requirements ranging from class B felonies (5-year minimum imprisonment) to class D felonies (1-year minimum imprisonment) based on quantity and severity.

• Provides affirmative defenses for possession of fewer than three depictions when defendant promptly reported to law enforcement or destroyed material without retaining copies, and for bona fide artistic, medical, scientific, educational, religious, governmental or judicial purposes.

• Establishes a task force to examine state agency and Judicial Branch policies regarding child sexual abuse detection, prevention, and response, with report due by July 1, 2025.
