Commissioner of Children and Families, compact administrator, Chief Court Administrator, and Child Advocate must jointly submit a report by January 1, 2025 to the children and judiciary committees analyzing the Interstate Compact on the Placement of Children and related statutes.

Report must analyze effects of the compact on child custody matters for parents or guardians who temporarily move out of state, including impacts on military families and whether such children are placed at disproportionate rates.

Report must examine whether the compact or related chapter negatively impact the state's ability to adjudicate child custody and welfare matters, and identify circumstances where the compact may not serve children's best interests.

Report must include recommendations to amend the compact or chapter to prioritize the best interests of children, the state's ability to place children in-state, and adjudication of child custody matters.

A public forum must be held to solicit testimony from individuals impacted by placements or custody matters under the compact, with the final report excluding all personally identifying information about children and their families.
