Increases planning grant funding from 50% to 100% of planning costs for municipalities undertaking transit-oriented development projects, as defined in section 13b-79o, if the commissioner determines substantial likelihood the project will be completed.

Maintains existing 100% planning grant funding for distressed municipalities as defined in section 32-9p.

Municipal share of planning costs may continue to be paid through noncash contributions with value determined by the commissioner.

Requires the Secretary of the Office of Policy and Management to consider areas suitable for transit-oriented development when making recommendations for priority funding area boundaries in the state.

Effective date of October 1, 2024 for amendments to sections 8-190 and 16a-35c(b) of the general statutes.
