Replaces Connecticut's local firearms evidence databank with participation in the federal National Integrated Ballistic Information Network (NIBIN), maintained by the Bureau of Alcohol, Tobacco, Firearms and Explosives.

Requires law enforcement units to submit firearms or fired ammunition components from criminal investigations to the NIBIN databank, either through the Division of Scientific Services laboratory or directly if permitted.

Mandates law enforcement units test fire all service handguns before issuance and submit the fired components to the NIBIN databank for comparison purposes.

Authorizes the Division of Scientific Services to permit qualified firearms sections of law enforcement units to independently test fire firearms, operate remote terminals for data entry, and search the NIBIN databank.

Requires the Commissioner of Emergency Services and Public Protection to adopt regulations governing NIBIN databank operations and permits information sharing with law enforcement agencies within and outside Connecticut.
