Allows delinquent lottery sales agents to apply for hardship waivers to reduce interest owed, with principal and penalties due upfront or on a payment plan up to one year (effective July 1, 2024).

Changes penalty structure for delinquent accounts to a flat percentage penalty (10% or $10 minimum) plus simple interest at 1.5% monthly, replacing previous compounding interest system.

Requires Connecticut Lottery Corporation employees, vendors, affiliates, and subcontractors to obtain occupational licenses from the Commissioner of Consumer Protection, with four classes of licenses based on job responsibilities (effective January 1, 2025).

Exempts Connecticut Lottery Corporation employees holding Class III or Class IV occupational licenses with appropriate endorsements from needing separate licenses for online gaming or sports wagering operations.

Establishes licensing application fees of $250 for vendor and affiliate licenses, and $20-$100 for occupational licenses depending on class level.
