Reduces license plate fees for veterans and armed forces members to 50% of production costs for standard veterans' specialty plates, Hmong Laotian special guerilla unit member plates, and war campaign medal plates, effective October 1, 2024.

Reduces the "Support Our Troops!" commemorative plate fee for veterans and armed forces members from $60 to $30, while non-veterans pay the full $60 fee.

Reduces fees by 50% for veterans and armed forces members applying for 15 specified military organization plates including Disabled American Veterans, Korean War Veterans Association, Marine Corps League, and Pearl Harbor 1941 Survivor plates.

Establishes a verification process for Hmong Laotian special guerilla unit members to submit service documentation to the Department of Veterans Affairs for license plate eligibility, with verification required within 30 days.

Maintains the $15 replacement fee for mutilated or illegible veterans' specialty plates and continues existing renewal procedures under Connecticut General Statutes section 14-22.
