Public Act No. 24-122 Summary

• Establishes an Oral Health and Dental Services Unit within the Department of Developmental Services to provide dental care, education, and oral health support for persons with intellectual disability.

• Creates human rights committees and program review committees in each service region of the Department of Developmental Services and at Southbury Training School to address concerns involving aversive procedures, restrictive interventions, behavior-modifying medications, and other human rights issues.

• Modifies residential transfer procedures for persons with intellectual disability by allowing temporary transfers during emergencies and requiring written notice and hearing rights for proposed transfers, with emergency transfers permitted during public health emergencies with Governor approval.

• Transfers authority for supportive housing grants from the Department of Developmental Services to the Commissioner of Housing and adjusts the priority reservation threshold from 50% to 25% of initial residential capacity for individuals on waiting lists.

• Establishes the independent Office of the Developmental Services Ombudsperson appointed by the Governor with General Assembly approval and requires ombudsperson notification for facility closure petitions and certificate of need applications.
