HB 5296 Summary

• Expands the Connecticut home-care program for elderly persons age 65+ who are Medicaid recipients, eligible for Medicaid, or would be eligible if in a nursing facility, effective July 1, 2024.

• Establishes a state-funded portion of the program for individuals whose income does not exceed the Medicaid nursing home limit and whose assets do not exceed 150% (or 200% if married) of the federal community spouse protected amount.

• Adds "adult family living" as a covered service under the program, replacing the term "elderly foster care," and requires a multilingual public awareness campaign by January 1, 2025.

• Requires family caregivers, including spouses, to be compensated for personal care assistance services provided to program participants, subject to federal law limitations.

• Mandates annual reporting to the legislature on program participation, costs, savings, and specific data on adult family living services including participation rates, participating agencies, and languages served.
