Municipal public agency members not attending meetings in person may only participate remotely using electronic equipment capable of transmitting video of the member.

Public agencies must provide 48 hours' written notice before conducting regular meetings by electronic means and post notice in the agency's office, clerk's office, Secretary of State's office (for state agencies), and on the agency's website if one exists.

Meetings conducted solely by electronic means must be recorded or transcribed (excluding executive sessions) and posted on the agency's website within 7 days for at least 45 days; members of the public must be provided a physical location with equipment upon 24 hours' written request.

Members participating remotely in municipal public agency meetings must be visible on video whenever speaking or voting, except in cases of technical failures, inadequate internet access, or similar issues.

Roll call votes are required when any member participates electronically, unless the vote is unanimous; meeting minutes must record which members attended in person versus by electronic means.
