Requires the Commissioner of Public Health to add Duchenne muscular dystrophy to the list of abnormal conditions screened for newborns, effective July 1, 2027.

Adds cytomegalovirus to newborn screening requirements, effective July 1, 2025.

Maintains existing newborn screening for amino acid disorders, fatty acid oxidation disorders, hypothyroidism, galactosemia, sickle cell disease, spinal muscular atrophy, and other conditions on the recommended federal uniform screening panel.

Amends section 19a-55(c) of the Connecticut General Statutes to expand the newborn screening program.
