Prohibits towing licensees from knowingly permitting any person to occupy a vehicle while it is being towed, effective October 1, 2024.

Requires wreckers to be equipped with flashing yellow lights mounted near the cab that operate while towing or at accident scenes, a spotlight directed at hoisting equipment, a fire extinguisher with minimum 8 BC rating, and three flares for nighttime use.

Directs the Commissioner of Motor Vehicles to review and revise regulations and guidance by September 1, 2024 to ensure school bus inspections do not explicitly or implicitly require idling in excess of three minutes and identifies portions that can be performed with the engine off.

Allows two-axle, four-wheeled Type II registered school buses with gross vehicle weight rating of 10,000 pounds or less to use Merritt and Wilbur Cross Parkways when owned or contracted by public, private, or religious schools for transporting school children, subject to specified dimension restrictions.

Establishes specific dimension limits: school buses not exceeding 98 inches high, 84 inches wide, and 203 inches long; service buses for students with special needs not exceeding 120 inches high, 90 inches wide, and 288 inches long.
