Prohibits the Commissioner of Motor Vehicles from suspending an operator's license solely for failure to pay fines, fees, or charges associated with motor vehicle infractions or violations, or solely for failure to appear in court for such violations, effective July 1, 2024.

Amends section 14-140 to remove language authorizing license suspension based on failure to appear for court, while maintaining the requirement that courts report failures to pay fines or fees to the commissioner.

Requires the Commissioner of Motor Vehicles to reinstate any operator's licenses suspended solely for non-payment of fines or failure to appear by January 1, 2025, provided the person is otherwise eligible for reinstatement.

Waives restoration fees for persons whose licenses are reinstated under this act, notwithstanding existing fee provisions in section 14-50b.

Applies restrictions on license suspension to infractions involving motor vehicle use, violations under section 51-164n, and violations of sections 29-322, 29-349, and 29-351.
