Establishes an interagency council on homelessness to advise the Commissioner of Housing on improving homelessness prevention and response efforts in Connecticut.

Council includes 12 regular members representing Housing, Aging and Disability Services, Children and Families, Correction, Labor, Mental Health and Addiction Services, Social Services, Veterans Affairs, Office of Policy and Management, Court Support Services Division, Office of Health Strategy, and Connecticut Housing Finance Authority.

Council may also include up to 8 ad hoc members from additional agencies including Developmental Services, Economic and Community Development, Emergency Services and Public Protection, Public Health, Early Childhood, Education, Transportation, and Higher Education.

Council must convene by October 1, 2024, and meet quarterly thereafter to strengthen homelessness prevention programs, improve state homelessness response systems, and maximize housing assistance funding and permanent supportive housing supply.

Council shall submit annual reports by July 1, 2025, and thereafter to the Governor and relevant legislative committees with recommendations regarding homelessness prevention and response efforts.
