Requires the Board of Regents for Higher Education to submit quarterly reports within 60 days of quarter-end on actual expenditures of regional community-technical colleges, Connecticut State University System, Charter Oak State College, and University of Connecticut operating funds.

Mandates annual reports by August 1, 2024, and each year thereafter detailing actual revenue and expenditures itemized by specified revenue categories (state support, tuition, fees, federal funds, grants, foundation/endowment funds, sales/services, auxiliary enterprises) and expenditure categories (personal services, fringe benefits, energy, equipment, student financial aid, debt service, other projects/transfers).

Requires annual reports by January 1, 2025, and each year thereafter projecting revenue and expenditures for the current fiscal year using the same itemized categories as the actual revenue reports.

Reports must be submitted to General Assembly joint standing committees with cognizance over appropriations, budgets, higher education, and employment advancement.

Effective July 1, 2024 for all sections amending sections 10a-77, 10a-99, 10a-143(f), and 10a-105 of Connecticut general statutes.
