Commissioner of Energy and Environmental Protection must conduct a study on establishing an extended producer responsibility program for carpets sold and distributed in Connecticut

Study must address labeling requirements, PFAS exclusion from carpet manufacturing, identification of producers (manufacturers and renovators) required to participate, and stewardship organization requirements

Study must identify best methods and locations for carpet collection throughout the state, along with collection and recycling goals

Report with study results and recommendations must be submitted to the General Assembly's Environment Committee by January 1, 2025
