Authorizes courts to impose civil penalties of up to $25,000 per offense for producers who violate gas cylinder stewardship requirements

Changes annual reporting requirements from listing noncompliant producers to listing compliant producers, with the Department of Energy and Environmental Protection publishing the compliant producer list on its website

Allows gas cylinder stewardship organizations to bring civil lawsuits against noncompliant producers when they incur more than $500 in costs for handling, recycling, or disposing of another producer's cylinders

Permits stewardship organizations to recover actual costs plus reasonable attorney's fees in civil actions against noncompliant producers
