Establishes a municipal electric aggregation program effective July 1, 2024, allowing municipalities to negotiate bulk electric generation service purchases for residential customers by adopting an ordinance and filing with the Public Utilities Regulatory Authority by January 1, 2025.

Municipal aggregation units may begin enrolling residential customers no earlier than July 1, 2025, with customers able to opt out at any time; existing contract holders must cancel or terminate their contracts before enrollment.

Municipalities must provide at least 60 days' notice before enrollment and issue requests for proposals to electric suppliers, with selection based on written analysis demonstrating economic benefits equal to or exceeding standard service rates; municipalities must retain a firm with expertise in electric aggregation and energy procurement.

Public Utilities Regulatory Authority must initiate a proceeding by October 1, 2024, to develop program requirements covering customer notice, rate and environmental information, contract terms, and cancellation rights.

Public Utilities Regulatory Authority must submit a performance report to the joint standing committee on energy by January 1, 2027, with recommendations; amends existing statutes to exempt municipal aggregation units from certain regulatory provisions and allows cooperative corporations to operate as electric aggregators.
