Extends Medicaid coverage for diapers to children from birth to age three who have a documented medical necessity, effective July 1, 2024

Defines "medical necessity" as a determination by a physician, physician assistant, or advanced practice registered nurse that diapers are needed to prevent or treat certain health conditions

Covers conditions including severe diaper dermatitis, urinary tract infections, skin diseases related to inadequate diaper hygiene, and developmental, psychiatric, or neurological conditions causing unusual voiding needs or delayed toileting behavior

Requires the Commissioner of Social Services to file a report by September 1, 2025 detailing the number of eligible children served, state costs for coverage, and estimated savings from preventing related health conditions
