The two-generational initiative shall study strategies to mitigate benefits cliffs and support economic mobility of public assistance program beneficiaries, in consultation with the Departments of Social Services and Housing and the Office of Workforce Strategy.

A report on study results and recommendations must be submitted to the joint standing committee on human services by January 1, 2025.

"Benefits cliff" is defined as the loss or decrease of public assistance program benefits when a beneficiary's income exceeds eligibility thresholds.
