Police basic and review training programs must include training on body-worn recording equipment use, including circumstances when officers shall not pause recording, effective October 1, 2024.

Training programs must also include tactical training on physical force use, cultural competency, sensitivity training, bias-free policing, and implicit bias training to recognize and mitigate unconscious biases.

The Commissioner of Emergency Services and Public Protection and Police Officer Standards and Training Council shall jointly maintain guidelines for body-worn recording equipment and dashboard cameras, including data retention and secure storage methods.

Guidelines must specify circumstances under which officers shall not pause recording on equipment, effective October 1, 2024.

Law enforcement units must not store body camera data longer than one year unless the data is pertinent to ongoing civil, criminal, or administrative matters; all officers and employees must adhere to the guidelines.
