Labor Commissioner shall conduct a study on establishing a full employment trust fund administered by the Labor Department to award grants to public and nonprofit entities for creating employment opportunities and job-training programs

Study must examine existing employment and job training programs and identify which programs may be eligible to receive grant awards from the fund

Study must assess the feasibility of using the fund for workforce housing, employment opportunities for disadvantaged youth, and work-study opportunities for secondary and post-secondary students

Labor Commissioner must submit study findings to the joint standing committee of the General Assembly having cognizance of labor and public employees matters by January 1, 2025
