Establishes a task force to study transmission infrastructure and potential use of grid enhancing technologies, including dynamic line rating, advanced power flow control, and topology optimization.

Task force consists of 10 members: six appointed by legislative leaders with specific expertise areas, the Commissioner of Energy and Environmental Protection, the Public Utilities Regulatory Authority chairperson, and representatives from large and small electric distribution companies.

All initial appointments must be made within 30 days of the effective date, with the first task force meeting scheduled no later than 60 days after the effective date.

Administrative staff from the joint standing committee on energy and technology shall serve as the task force's administrative support.

Task force must submit findings and recommendations to the energy and technology committee by January 1, 2025, and terminates on the date it submits the report or January 1, 2025, whichever is later.
