Repeals mandatory Social Security number recording for marriage license applicants and makes it voluntary, allowing applicants to provide the number only if they choose to do so for identification purposes.

Prohibits marriage license registrars from requiring applicants to provide a Social Security number or inquiring about an applicant's citizenship or immigration status.

Records voluntarily provided Social Security numbers in the "administrative purposes" section of the marriage license rather than as a standard requirement.

Amends section 17b-137a to remove marriage licenses from the list of applications that automatically require Social Security number recording, but permits recording if an applicant voluntarily provides the number.

Becomes effective October 1, 2024.
