Municipalities may adopt ordinances regulating all-terrain vehicles, dirt bikes, mini-motorcycles, and street takeovers with penalties up to $1,000 for first violations, $1,500 for second violations, and $2,000 for third or subsequent violations

Municipalities with populations of 20,000 or more may seize and forfeit dirt bikes and mini-motorcycles used in violation of local ordinances, with forfeited vehicles sold at public auction or destroyed

Street takeover violations result in 45-day license suspension for first offense, with permanent revocation for third violation; vehicles used in street takeovers may be impounded until fines, towing fees, and overdue property taxes are paid

Office of Policy and Management must administer grants of at least $500,000 annually to municipalities for enforcement of street takeover and illegal vehicle operation laws, covering overtime costs and equipment purchases

Annual reporting to the General Assembly's public safety committee required beginning January 1, 2026, detailing grant applications received, grants awarded, and recipient municipalities
