Substitute Bill No. 5416 Summary

• Employment at Goodwin University Magnet Schools or Educational Services does not interrupt continuous employment for teachers who previously worked at local or regional boards of education, effective July 1, 2024.

• Departments of Education and Public Health must jointly develop an annual training program on emergency first aid for allergic reactions, including cardiopulmonary resuscitation, epinephrine administration, and anaphylaxis recognition.

• Local and regional boards of education are prohibited from requiring parent or guardian participation in school activities (such as volunteering) as a condition of student enrollment, effective July 1, 2024.

• Regional community-technical colleges must establish collaborative partnerships with public high schools in their region, including counseling programs for career-interested students and curriculum alignment.

• School administrators must notify parents on the same day (rather than within 24 hours) when a student is placed in physical restraint or seclusion and must make reasonable efforts to provide immediate electronic notification.

• Teachers may request behavior intervention meetings with school crisis teams for students whose behavior causes serious instructional disruption or causes harm, with written meeting summaries provided within seven days.

• Department of Education must calculate and notify each town by December 31 annually of the estimated amount the town is entitled to receive under education funding provisions for the next fiscal year.
