Prohibits health care entities from taking adverse actions against licensed health care providers who provide medically accurate information and counseling regarding reproductive health care and gender-affirming health care services, if the provider acts in good faith within their scope of practice and accepted standards of care.

Defines "gender-affirming health care services" as medical care for gender dysphoria and gender incongruence as recognized by the American Psychiatric Association and World Health Organization.

Prohibits discharge, demotion, suspension, discipline or discrimination against health care providers solely for providing comprehensive information and counseling about health status, treatment alternatives, and community resources related to reproductive and gender-affirming services.

Requires health care entities with emergency departments to permit providers to deliver reproductive health care services for pregnancy complications, including miscarriage management and ectopic pregnancy treatment, when failure to do so would violate accepted standards of care or when serious risk to patient life or health exists.

Allows health care entities to conduct peer review, enforce insurance network requirements, and maintain quality and patient safety standards, and preserves obligations under federal law including 42 USC 1395dd.

Effective July 1, 2024.
