Commissioner of Social Services shall identify geographic areas where competitive bidding for nonemergency medical transportation services to Medicaid recipients would result in cost savings to the state.

Transportation services shall be purchased through competitive bidding in identified areas, with contracts not exceeding one year initially, and must provide the most cost-effective service.

All drivers providing services under contract must have approval from the Commissioner of Motor Vehicles for state endorsement requirements under section 14-44.

Transportation providers awarded contracts must meet state licensure or certification requirements and Department of Social Services nonemergency transportation requirements, except coordinators solely for transportation services coordination.

Commissioner must consider effects on emergency ambulance primary service areas and volunteer ambulance services before awarding contracts; contractors coordinating services for both Medicaid and non-Medicaid recipients must disclose payment sources to subcontractors.
