Commissioner of Children and Families must conduct a study on program utilization and report findings to joint standing committees on children and appropriations by February 1, 2025.

Report must cover the previous two-year period and include participation rates, quality controls, expenditures, funding by account, and contracted utilization percentages.

For any program with utilization below 85% of contracted expectation, the report must explain reasons for decline, including whether it reflects decreased service need or workforce limitations.

Report must detail referral numbers to each contract, reasons referrals go unserved (staffing vacancies, capacity limits, admission criteria), and whether services are Medicaid-billable.

Report must include whether procurement rates cover staff training and quality assurance costs, geographic service delivery scope, and achievement of contracted treatment goals based on initial assessments.
