Department of Correction must develop and submit a commissary implementation plan to the Juvenile Justice Policy and Oversight Committee by July 1, 2023, in consultation with the committee's subcommittee on children's incarceration.

Plan must establish a positive behavior motivation system to replace monetary commissary payments for youth and revise commissary policies to include health incentives and recognition of diverse ethnic, racial, and cultural backgrounds.

Plan must identify youth without equitable commissary access (including indigent youth, those without family support, and youth with disabilities) and implement strategies to provide equitable access.

Plan must include menstrual products according to existing statute, address transition of saved commissary funds when youth transfer to adult facilities, provide ongoing training through Positive Behavioral Intervention and Supports, and establish a quality improvement system.

Department must immediately implement equitable commissary procedures and fully implement the complete plan by November 1, 2023; Commissioner must report on implementation progress to legislative committees by July 1, 2024.
