Establishes the "Connecticut families and workers account" as a separate, nonlapsing account within the General Fund effective upon passage.

Account shall be expended by the Comptroller for the purposes of assisting low-income workers.

Carries forward up to $3,000,000 in unexpended balances from State Comptroller Fringe Benefits appropriations for State Employees Health Service Costs from fiscal year 2024.

Makes the $3,000,000 available during fiscal year ending June 30, 2025, for deposit into the newly established account.
