Establishes a working group to develop an economic development and tourism plan for the greater Mystic area, covering the towns of Groton, New London, and Stonington.

Plan must address tourist destination development, tourism marketing initiatives, multimodal transportation center proposals, traffic and parking solutions including water taxis and bike lanes, green transportation alternatives, and river dredging feasibility.

Plan must examine flood risk from thirty-year flood events, workforce development needs, public safety improvements, tax revenue utilization, and federal/state funding opportunities including the Infrastructure Investment and Jobs Act and Inflation Reduction Act.

Working group consists of 24 members including legislature commerce committee chairs, town representatives, tribal representatives, business and tourism advocates, and state commissioners from economic development, transportation, energy/environment, and revenue services.

Working group must submit findings and recommendations to relevant General Assembly committees by January 1, 2025, and shall terminate upon report submission or January 1, 2025, whichever is later.
