• Reforms school discipline by reducing maximum in-school suspension from 10 to 5 consecutive school days and limiting out-of-school suspensions for preschool-2nd grade to 5 days for behavior causing physical harm, with requirements for trauma-informed services.

• Creates obligations for school resource officers to complete social-emotional learning and restorative practices training and submit detailed reports on investigations and behavioral interventions to superintendent within 5 school days.

• Establishes data intermediary framework for sharing information between nonprofits serving disconnected youth aged 14-26 and creates multiple working groups and task forces to review graduation requirements, grading policies, and bereavement counseling services.
