Requires the Commissioner of Energy and Environmental Protection to measure lifecycle greenhouse gas emissions using the Argonne National Laboratory's greenhouse gases, regulated emissions, and energy use in technologies (GREET) model or a successor model for all reports and inventories analyzing greenhouse gas emissions, effective October 1, 2024.

Mandates the Department of Energy and Environmental Protection to analyze the full lifecycle of greenhouse gas emissions for low-carbon fuel standards using the GREET model, including direct and indirect emissions caused by land use changes and other factors.

Updates the Comprehensive Energy Strategy requirements to measure greenhouse gas emission reductions from low-carbon fuel blends in home heating oil on a lifecycle basis using the GREET model for strategies approved after October 1, 2024.

Maintains existing requirements for the Department of Transportation to investigate transportation system improvements and coordinate with northeastern states on regional strategies to reduce greenhouse gas emissions.

Allows the Department of Energy and Environmental Protection to collaborate with other states and Canadian provinces to develop market-based compliance mechanisms, including cap and trade programs, to achieve established greenhouse gas emission levels.
