Prohibits lobbyists and political committees established by lobbyists from making or soliciting contributions to candidates or exploratory committees for the General Assembly or state office during regular sessions, special sessions, and reconvened sessions of the General Assembly.

Extends the contribution prohibition to candidates or committees established by General Assembly members or state officers seeking nomination or election to municipal office during legislative sessions.

Removes existing exclusions to the definition of "contribution" that previously applied, making the ban more comprehensive by capturing all forms of contributions from lobbyists.

Requires exploratory committees established by candidates for General Assembly or state office to dissolve within 15 days of the candidate's declaration of intent, endorsement, or filing of candidacy, with specific rules for distributing surplus funds.

Makes an exception for special elections to the General Assembly and for exploratory committees by members seeking offices other than the General Assembly or municipal offices, allowing lobbyist contributions in these circumstances.

Takes effect October 1, 2024.
