Requires written authorization from a committee treasurer before incurring financial obligations, effective July 1, 2024; candidates and committee workers may be reimbursed for personal expenditures with proper documentation and treasurer authorization.

Establishes new illegal practices including incurring financial obligations without treasurer authorization in writing (with no civil or criminal liability for treasurers) and making non-independent expenditures for candidates without their knowledge (with no liability for candidates).

Adds exemption for text or media messages that do not solicit funds, clearly identify candidates or political parties, and disclose the committee making the expenditure from disclosure requirements.

Modifies contribution limits for legislative caucus committees and legislative leadership committees to state senator campaigns ($10,000) and state representative campaigns ($5,000), with separate limits for primaries and elections.

Adjusts all contribution limit and public financing grant amount adjustments to occur in 2026 and thereafter, using December 1, 2016 as the baseline period for calculating consumer price index changes instead of previous earlier dates.
