Commissioner of Social Services must create a strategic plan to maximize federal and state resources for mental health services for children age 6 and younger, their caregivers, expectant mothers, and pregnant persons

Plan must augment an existing intensive, evidence-based home visiting program for children age 5 and younger

Funding sources include the state medical assistance program (Medicaid), temporary family assistance program, and federal grants administered by the Departments of Social Services and Mental Health and Addiction Services

Commissioner must submit a report by October 1, 2024 to legislative committees on appropriations, children, human services, and public health

Report must identify existing funding that could immediately support these mental health services and include recommendations for appropriations to expand services
