Commissioner of Social Services shall implement phase one recommendations of a Medicaid rate study for behavioral health services, physician specialists, autism services, and dental services, effective July 1, 2024, based on cost data, market factors, Medicare rates, and five-state rate benchmarks.

Chronic disease hospitals accredited by the Commission on Accreditation of Rehabilitation Facilities receive a $200 per diem rate increase effective from passage.

Commissioner shall increase APR-DRG base Medicaid reimbursement rates and physician service rates for Connecticut Children's Medical Center, and increase flat Medicaid billing rates for birth-to-three program providers from $120 to $169 per hour, both effective July 1, 2024.

$10 million is appropriated to the Department of Social Services from the General Fund for each fiscal year ending June 30, 2025, 2026, and 2027 to increase Medicaid reimbursement rates for medical and dental services provided by federally qualified health centers.

Commissioner shall study and report by October 1, 2024 on Medicaid reimbursement rates for durable medical equipment, orthotics, prosthetics, supplies, and podiatrist services, and develop policies for Electronic Consultation reimbursement.
