Replaces terminology for advanced practice nurses in insurance coverage requirements by changing "certified nurse practitioner" to "advanced practice registered nurse" and "certified psychiatric-mental health clinical nurse specialist" to "certified psychiatric-mental health advanced practice registered nurse" licensed under chapter 378.

Removes specific certification requirements for advanced practice nurses, eliminating references to certification by specific organizations (American Nurses' Association, National Board of Pediatric Nurse Practitioners, etc.) and instead requiring board certification by the American Nurses Credentialing Center for psychiatric-mental health providers.

Modifies health care cost growth benchmark and primary care spending target procedures by establishing deadlines of July 1, 2025 and every five years thereafter, requiring public hearings and legislative committee approval when average benchmarks differ by more than one-half of one percent between five-year periods.

Establishes annual health care quality benchmark procedures requiring the executive director to consider measures from nationally recognized organizations and to hold at least one public hearing prior to adoption for each five-year period.

Makes technical corrections to section 38a-488a regarding mental health insurance benefits and section 38a-1041 to standardize terminology from "healthcare" to "health care" throughout the statutes.
