Effective July 1, 2024, allows access to juvenile delinquency records for evaluating proposed firearm transfers to persons under age 21, as required by Title II, Section 12001 of the Bipartisan Safer Communities Act (Public Law 117-159).

Grants access to juvenile records to municipal, state, and federal agency employees involved in firearm transfer evaluations in Connecticut or any other state.

Maintains existing access provisions for Judicial Branch employees, Probate Court judges, law enforcement, prosecutors, school officials, court officials, Department of Children and Families, Board of Pardons and Paroles, and Department of Correction personnel.

Permits attorneys representing the child, parents or guardians, and the subject of records (upon reaching age of majority) to access juvenile delinquency records for their respective purposes.

Prohibits further disclosure of records except for information contained in bail or sentencing reports in open court during criminal proceedings or as otherwise provided by law.
