Allows full-time permanent state employees to substitute two flexible holidays for two legal holidays each calendar year, with pay, effective October 1, 2024.

Flexible holidays may be used for any reason an employee deems necessary, including religious holidays and cultural festivities, and cannot be restricted by appointing authorities.

Employees must work the legal holiday they are substituting in order to use a flexible holiday; flexible holidays not taken in a calendar year do not carry over.

Maintains existing vacation accrual provisions of 21 days annually for full-time permanent employees, with additional days for employees with 20+ years of service, and continues three days of personal leave per calendar year.

Applies the new flexible holiday provision to the Judicial Department and Department of Developmental Services, with the Commissioner of Administrative Services authorized to issue implementing regulations.
