Establishes a youth sports grant program to provide grants to distressed municipalities supporting nonprofit youth sports organizations serving children and young adults under eighteen years of age.

Eligible organizations may use grants for personnel, equipment, insurance, permits, training and facility fees, facility renovation, field refurbishment, and to reduce or eliminate participant registration fees.

Priority for grants given to programs providing adaptive sports for children with disabilities or programs fostering improvements in mental health, educational achievement, or community cohesion through sports.

Secretary of the Office of Policy and Management administers applications annually beginning fiscal year 2027, with municipalities required to report annually on fund disbursements to eligible organizations.

Establishes a separate nonlapsing youth sports grant account funded by depositing two percent of sports wagering tax revenue received by the state, beginning July 1, 2025.
