Repeals and replaces subsection (a) of section 4e-10 of the general statutes to clarify that state contracting agencies, quasi-public agencies, institutions of higher education, and municipal procurement processes using state funds must follow procurement statutes and regulations.

Repeals and replaces subsection (a) of section 4e-13 to require the Department of Administrative Services, in consultation with the State Contracting Standards Board, to establish and maintain a single electronic portal on the Internet for posting all contracting opportunities.

The electronic portal, known as the State Contracting Portal, shall include contracting opportunities for state agencies in the executive branch, constituent units of the state system of higher education, and quasi-public agencies.

Both sections become effective October 1, 2024.
