Repeals and replaces Section 1-101pp to require commissioners, deputy commissioners, state agency heads, quasi-public agency heads, and procurement/contracting/human resources personnel to report suspected ethics violations to the Office of State Ethics, which may forward reports to the Auditors of Public Accounts, Chief State's Attorney, or Attorney General.

Amends the definition of "Procedure" in Section 1-120(2) to clarify that quasi-public agency statements of general applicability implementing, interpreting, or prescribing law or policy are covered, including amendments or repeals of prior regulations.

Excludes from the definition of "Procedure" statements concerning only internal management of quasi-public agencies that do not affect public procedures and intra-agency memoranda.

Both amendments become effective October 1, 2024.
