Commissioner of Administrative Services shall convey approximately 2.5 acres of state land at 1996 Highland Avenue in Cheshire to the town for only the administrative costs of the conveyance, with the town responsible for survey costs if required.

Cheshire must sell the parcel for economic development purposes by September 15, 2027, or the land reverts to the state.

Sale price must equal fair market value determined by averaging two independent appraisals selected by the Commissioner, with all sale proceeds transferred to the State General Fund.

Any development on the parcel requires review and approval by the municipal aquifer protection agency under applicable state statutes.

State Properties Review Board must complete its review within 30 days of receiving the proposed agreement from the Department of Administrative Services.
